Approving Award of contract to Prime Construction Group, Inc. for construction of the Water Conserv II WRF Master Pump Station and Flow Equalization Project No. 2379.

Summary:
On July 16, 2008, bids were received and opened for the Water Conserv II WRF Master Pump Station and Flow Equalization Project No. 2379. The following bids were received for the project:
1. Adams Robinson Enterprises, Inc. $15,326,000.00
2. Encore Construction Company $14,300,000.00
3. Garney Companies, Inc. $14,639,650.00
4. Meadors Construction Company, Inc. $13,350,000.00
3. Morgan Contracting, Inc. $16,359,214.00
4. Prime Construction Group, Inc. $12,537,000.00
5. Walbridge Aldinger Company $19,783,787.00
6. Wharton-Smith, Inc. $13,122,000.00
The Engineer's estimate for the project was $13,050,000.00.
The Public Works Department has reviewed the bids for the subject project. The bid received from Prime Construction Group, Inc. is approximately 4% less than the Engineer's estimate, and it is staff's opinion that the bid is both responsive and responsible. Accordingly, the Public Works Department recommends that the contract be awarded to the lowest most responsive and responsible bidder, Prime Construction Group, Inc.
The Minority Business Enterprise Office has reviewed the low bid and found good faith efforts substantiated and the bid responsive.The minority owned business team member is Suca Pipe & Supply (18.1%) and the women owned business team member is Grandview Pipe & Supply (6.1%).

Recommended Action:
Recommend award of the Water Conserv II WRF Master Pump Station and Flow Equalization Project No. 2379 construction contract to the lowest most responsive and responsible bidder, Prime Construction Group, Inc., in the amount of $12,537,000.00. Authorize execution of the contract by the Mayor and City Clerk subject to the approval of the City Attorney's Office. Also, authorize the Public Works Director to approve change orders up to an aggregate amount of 10% of the contract.
